the seven weeks' war in 1866 was fought between austria, seconded by some german states, and prussia, allied with italy. it was largely provoked by prussian chancellor bismarck as a way of expelling austria from the german confederation, thereby assuring prussian hegemony there.
early in the campaign, bismarck sanctioned general manteuffel's divisions to cross the elbe into austrian territory. "treat them as fellow countrymen," bismarck ordered the general, "homicidally if necessary."
一八六六年，奥地利和普鲁士爆发七星期战争：奥地利获一些德意志国家支持，普鲁士则和义大利结盟。战争由普鲁士首相俾斯麦挑起，旨在把奥地利逐出德意志联盟，确立联盟内普鲁士的霸主地位。
战争初期，俾斯麦批准曼陀菲尔将军率兵渡过易北河，入侵奥地利国土。他给曼陀菲尔的命令是：「对奥地利人，要像对同胞一样，必要时就像杀同胞一样。」

【附注】外国人一定认为俾斯麦的命令虚伪得荒唐：军队对待同胞，「焉用杀」？但新中国人却一定不会觉得那命令有什么不寻常。新中国军队杀同胞是常事。
德意志联盟一八一五年由三十九个德意志国家组成，主要受奥、普两国控制，俾斯麦挑起战争驱逐奥地利：是统一德意志的第一步。
英文字尾（suffix）-cide有「杀」的意思，homicide就是「杀人」。此外还有patricide（弒父）、matricide（弒母）、genocide（种族灭绝）等。
